Ever since the First U.S. Congress took office in 1789 there has been an appetite amongst the populace for news of its activities. Over the years various journals have been printed by the press of Congressional sessions and in 1873 the Congress established the Congressional Record to keep a verbatim record of its proceedings, including all floor deliberations.
But, floor speeches aren't the only way for Members of Congress to stay in the news. It seems Members never turn down the opportunity for a press hit. However, this press-conscience attitude also gives a greater opportunity for citizens to stay informed about the actions of their elected representatives.
